During PIs and Applicants access the pre-proposal submission interface for two different types of submissions: during the pre-proposal submission , PIs submit proposals via phase of two-phase calls, or for single-phase calls utilizing only the pre-proposal submission interfaceinterface (pre-proposals or applications). 

, and eSG Administrators manage  manage the pre-proposal / application submission process via the RFP FMP interface and the Administrative Review web interface or the . The RFP FMP interface . The Administrative Review interface is only for retrieving managing information, while the RFP FMP Administrative Review interface is only for managing the retrieving information. This will become more clear in later phases of the RFP cycle.

Layout Descriptions

During pre-proposal or application submission, you'll primarily use the Pre-Proposals, Investigators, and Budgets FMP layouts, as follows :

Pre-Proposals

Use this layout for managing both pre-proposals and applications.

Pre-Proposals

  • View Investigator list, Budget information, and uploaded Files.
  • Under the Coverpage tab, Click 'Preview Coverpage' to see what the coverpage will look like for a particular submission. Its layout depends upon the number of detailed investigator records accepted during pre-proposal submission. Up to two detailed investigator records are displayed on the coverpage, and additional detailed records are listed under 'Additional Investigators'. 'Other Personnel'  includes less-detailed investigator information and appears last.
  • Email Lead PIs via the Investigators tab [ see General Information - RFP - Email Tool ].

Applications

  • View applicant list (via Investigators tab)
  • Under the Coverpage tab, Click 'Preview Coverpage' to see what the coverpage will look like for a particular application.
  • All other application information is shown under the Application Summary tab. eSG Administrators use this tab to upload transcripts and letters of recommendation that were mailed to them during the application submission process.

Investigators

  • This table lists all individuals added via registration or at the 'Investigators' step in proposal submission, and includes detailed contact information, CV / resume, and a list of any other proposals in which they've participated. CV / resumes may be added, updated, and deleted here as well.
  • Investigators who registered as PIs automatically have a password; passwords may be applied to other investigators by using the blue [+] button to generate one for each.
  • Access Status is currently not in use.

Budgets

This layout is relevant in the pre-proposal phase only when pre-proposal budget worksheet submission is activated for a particular call.

If budget worksheets are used during the pre-proposal phase, the pre-proposal coverpage automatically displays the total requested Sea Grant and Grantee funds calculated from the worksheets. Please refer to Budget Worksheets and 90-4s for complete guidance in using eSG's budget worksheet system.

RFP FMP - Pre-Proposal Submission

PIs add budget worksheets to their proposals, and data from these worksheets are compiled in RFP FMP to create 90-4 forms. The Budgets section of RFP FMP offers 90-4s for browsing by default, but worksheets driving each 90-4 are accessible at top-right. Budget justification (optional in the pre-proposal phase) is editable via the 'Edit' button below the 90-4. New budget worksheets may be added in FMP, but may only be edited via the proposal submission interfaces. \[ see [Budget Management in FMP] \]

To access this interface, a user needs to be added as a reviewer via FMP, and assigned the reviewer role of

Pre-Proposal / Application Information


Call: The parent call.

Proposal ID: This ID is a database-friendly concatenation of the PI or applicant's last name and a random four-digit number. This ID accompanies the proposal throughout the proposal process and through its lifespan as a funded project. Files and folders generated in the eSG system that relate solely to this proposal/project use this ID in their naming scheme. Click to open printer-friendly pop-up window of the proposal/application summary.

PI: Proposal's primary investigator (PI), or applicant name.

Download: Compiled pre-proposals or applications uploaded by the eSG Administrator via FMP appear here. The submit date in this column is the timestamp for the last time the 'Submit Proposal' button was clicked in the pre-proposal submission interface.

Reviews: Printer-friendly reviews for this pre-proposal, along with the ratio of: # of reviews submitted for this proposal / # of reviewers to which this proposal is available for review (see Pre-Proposal Review: Setting-up Reviewers...)

Layout Descriptions

Pre-Proposals
  • Email Lead PIs for a single proposal or a found set
  • Manage a proposal's investigator list, including add/edit/delete
  • View budget (90-4) information for a proposal, including edit/delete. New budget worksheets must only be added to a proposal via the proposal submission interfaces.
  • View uploaded proposal files, including the proposal narrative
  • Delete pre-proposal, using the 'Delete Proposal' button. This deletes all data and files related exclusively to this proposal. Investigators are un-related from this proposal, but not deleted from the system entirely.
  • Click 'Preview Coverpage' to see what the coverpage will look like for a particular proposal. Its layout depends upon the upper limit of accepted detailed investigator records ($pp_PI_limit; see Global Variables). If this parameter is set to 0 or >2, the 'ADDITIONAL INVESTIGATORS' list will appear below the Principal and Associate Investigator text boxes, and include additional detailed investigator records. The 'OTHER PERSONNEL' list appears last, and includes even less-detailed investigator information.

Investigators

  • This table includes investigators added either via registration or at the Investigators proposal submission step, including detailed contact information and a CV / resume. CV / resumes may be added, updated, and deleted here as well.
  • Investigators who registered as PIs automatically have a password; passwords may be applied to other investigators by simply typing one in to the box.
  • Access Type doesn't do anything at this time. Send Email tool needs to be added to this interface.
